Net_URL Instantiate

Description

Instantiates a new Net_URL object

Parameter

• string $url - The url to parse. By default this is getting $_SERVER['PHP_SELF']

• string $useBrackets - Whether to use sqare brackets or not when there is multiple query variable names using the same name.
